Angola Requires Advance Approval for All Prize-Based Promotions

Angola’s Gaming Supervision Institute announced mandatory prior approval for all raffles, contests and promotional games offering prizes. The regulation affects public and private entities including businesses, community groups and non-profits.

Skill-Based Games Fall Under Regulation

The requirement applies to games where prizes depend on skill, knowledge, or ability. Article 51(3) of Law No. 17/24 on Gaming Activities defines these categories. The ISJ clarified no last-minute giveaways or pop-up competitions will operate without regulatory oversight.

The Gaming Supervision Institute oversees casinos, lotteries, promotional games, raffles, and contests across Angola. The regulator enforces gaming law and promotes sector integrity. ISJ monitors compliance across all promotional activities in the country.
