BCLB Highlights Rising Challenge of Illegal Gambling in Kenya
The Betting Control and Licensing Board (BCLB) has raised concerns over the growing prevalence of illegal gambling activities both online and offline in Kenya. During a presentation to the National Assembly Departmental Committee on Administration and Internal Security, the board revealed that illegal gambling has seen a significant rise on offshore websites and through unauthorized slot machines.
Predominance of Online Gambling
BCLB director Peter Mbugi informed the committee that 80 percent of gambling activity in Kenya, similar to trends in other countries, occurs online rather than in physical locations. He emphasized the necessity of advanced technology to monitor and regulate the industry effectively.
“Given the scenario, deployment of adequate technology is the only sure way to adequately monitor and effectively regulate the industry,” Mbugi stated.
Legislative and Budgetary Challenges
Mbugi pointed out that the board is hampered by outdated legislation, which was enacted in 1966 and is no longer sufficient to deter illegal gambling activities.
He also highlighted the inadequacy of the current budgetary allocations, which significantly limit the board’s ability to fulfill its regulatory mandate.
For the 2023-24 financial year, the board was allocated Sh109.6 million, a figure Mbugi contrasted with the Sh24.4 billion collected by the government in gambling taxes.
Inadequate Resources and Staffing
In addition to insufficient funding, Mbugi cited several other challenges, including inadequate staffing, lack of proper training, insufficient tooling and kitting, and limited exposure.
These constraints hinder the board’s ability to deliver effective regulatory services.
Socio-Economic Impact
Mbugi noted that gambling in Kenya has transitioned from a leisure activity to a source of livelihood for many, driven by high unemployment and poverty levels.
This shift underscores the urgent need for effective regulation to mitigate the potential negative impacts on society.
Historical Context and Mandate
The BCLB was established under Section 3(1) of the Betting, Lotteries and Gaming Act Cap. 131 – Laws of Kenya of 1966. It is responsible for controlling and licensing betting and gaming premises, authorizing public lotteries and prize competitions, and eradicating illegal gambling activities.
Despite its clear mandate, the board faces significant challenges in executing its duties due to the current legislative and financial limitations.
