Benin Online Gaming Revenue Projected to Reach $174.87 Million

Benin’s online gaming sector generated $85.66 million in first-half 2025 revenue. Total igaming and betting revenue is projected to reach $174.87 million by year-end. Digital expansion and new regulations attract international operators.

Infrastructure Expansion Drives Market Access

Benin has approximately 4.71 million internet users, representing 32.2 percent of the population, according to DataReportal. High-speed 3G and 4G networks now cover nearly 90 percent of the country. 4G coverage increased from 62 percent in 2020 to 88 percent in 2024. Urban areas enjoy near-total coverage, with significant rural access improvements. This expansion has opened previously underserved regions to online gaming participation.

The Finance Law 2025 (Law No. 2024-34) provides the first comprehensive legal and tax framework for land-based and online gambling. The law introduces tax frameworks, licensing rules, and consumer protection measures including responsible gambling initiatives. Traditional gambling faces 10 percent tax rates, while online gambling is taxed at 25 percent. The framework distinguishes between traditional and remote gambling, encouraging regulated online participation while discouraging unregulated offshore operators.

Regulatory Clarity Attracts Operator Investment

The National Lottery of Benin dominates traditional lottery segments, while international online gaming operators enter the market. The igaming report stated: “As additional resources are applied to regulatory oversight of the gaming sector, Benin is establishing itself as an emerging jurisdiction of interest.”

The report highlights untapped potential in sports betting, and online casino segments expected to drive market growth. Improved connectivity and regulatory modernization have created an ecosystem supporting operator expansion. Digital expansion and legal reform fuel igaming growth as internet access improves. Licensing frameworks mature and operators invest in mobile platforms, positioning Benin as a key West African player.
