BetPawa Exits Senegal Over Regulatory Challenges
PawaTech has announced the immediate closure of betPawa operations in Senegal effective September 22, citing unfavorable regulatory conditions and taxation policies that create competitive disadvantages for locally licensed gaming operators.

Local Operators Face Systemic Disadvantages
The gaming company identified multiple factors contributing to its market exit decision, including excessive taxation levels, restrictive payment system monopolies, and substantial regulatory fees. These conditions create operational inequalities that favor offshore operators over businesses seeking local compliance and licensing. PawaTech explained the situation in a statement addressing market conditions.
“This difficult decision results from the current market environment in Senegal, which has created significant challenges for locally licensed and taxed operators. High taxes, a payment monopoly and significant regulatory fees have placed local operators at a clear disadvantage compared to offshore operators,” the company stated. The regulatory framework effectively discourages legitimate local business development while inadvertently supporting unlicensed competition operating outside Senegalese jurisdiction.
Strategic Refocus Targets Favorable African Markets
BetPawa’s withdrawal allows the company to concentrate resources on African markets with more supportive regulatory environments that encourage growth and innovation. PawaTech emphasized its commitment to responsible gaming through membership in the International Betting Integrity Association, which promotes sports betting integrity across African territories. The organization assured Senegalese customers that all deposited funds remain secure and will be returned promptly following operational closure.
The company highlighted contrasting conditions in other African jurisdictions where locally licensed operators contribute positively to economic development. PawaTech noted that in markets with competitive taxation and open payment systems, operators like betPawa provide compelling consumer products while increasing government tax revenues and creating employment opportunities. The strategic shift enables continued expansion across African markets that support sustainable gaming industry development while maintaining responsible operational standards.
