Ghana Partners with Chinese Tech Firms to Digitize National Lottery System
Ghana’s National Lottery Authority has formed strategic partnerships with Chinese technology companies Genlot and Huawei to completely overhaul its lottery infrastructure through digital transformation. The initiative targets significant revenue losses to illegal operators and aims to restore public confidence in the national lottery system through technological modernization.

Technology Solutions Address Rural Connectivity Challenges
The partnership emerged following a delegation visit to Shenzhen in May, where NLA Director General Mohammed Abdul-Salam met with senior executives from both technology firms. Genlot demonstrated specialized Point-of-Sale systems engineered for areas with limited internet connectivity and unreliable power infrastructure. These systems specifically target Ghana’s underserved rural communities, where illegal paper-based lottery schemes have flourished.
Huawei presented comprehensive artificial intelligence tools, cloud computing platforms, and advanced cybersecurity measures designed for integrated lottery operations. The technology suite addresses the authority’s need for secure and scalable digital infrastructure. Abdul-Salam described the proposed solutions as essential for expanding regulated lottery operations throughout Ghana’s territory.
Implementation Strategy Focuses on Local Capacity Building
The National Lottery Authority has established a concrete roadmap for technology deployment, beginning with formation of a technical evaluation committee. Officials plan to finalize a memorandum of understanding with Huawei’s Ghanaian operations and schedule virtual procurement discussions with Genlot. The implementation timeline includes pilot programs designed to test system effectiveness before full-scale deployment.
Training initiatives will develop local technical expertise to support the digital transition and ensure long-term operational sustainability. The lottery sector contributes vital funding to Ghana’s national development projects, making successful modernization crucial for continued treasury support. The digitization effort represents the authority’s strategy to eliminate illegal operators while expanding legal gambling access to previously underserved regions.
