ITU and Senegal Sign Digital Entrepreneurship Agreement for Women
The International Telecommunication Union and Senegal’s Telecommunications and Post Regulatory Authority signed a cooperation agreement at the World Conference on Telecommunications Development in Baku, Azerbaijan. The partnership aims to foster digital business ecosystems and support young women entrepreneurs in Senegal. Dr. Cosmas Luckyson Zavazava, ITU Development Bureau Director General, and ARTP Director General Dahirou Thiam formalized the agreement.

Framework Targets Digital Commerce Integration
The agreement establishes a framework for collaboration on the project’s first phase, focusing on integrating young women into Senegal’s digital commerce sector. Operational procedures and responsibility distribution are outlined in a project document. The document will take effect after internal approvals at ARTP.
Director General Thiam emphasized ARTP acts as the project initiator, with benefits intended for Senegalese women entrepreneurs. The initiative aims to strengthen their participation in digital trade through skill development. Ecosystem support and creation of digital tools form key components of the program.
Regional Interest Follows Partnership Launch
The partnership reflects Senegalese authorities’ commitment to making digitalization a key driver of the national economy. The agreement was signed in a formal plenary session before elected officials and foreign delegations. Several countries expressed interest in following Senegal’s example, according to conference participants.
The framework provides structure for technical cooperation between ITU and ARTP on digital entrepreneurship development. Young women entrepreneurs will access training and resources supporting digital commerce participation. The initiative demonstrates regional approaches to inclusive digital economy development across African markets.
