Malawi Launches AI Climate Compliance Platform with Dubai Partnership
Malawi partnered with Dubai-based Green Economy Partnership to deploy the world’s first AI-powered Paris Agreement Implementation Platform. The system automates national emission’s management, carbon trading and international compliance reporting. The Ministry of Natural Resources and Climate Change will consolidate carbon information into a single digital framework.

Digital Infrastructure Ensures Data Sovereignty
The system operates on secure blockchain technology, protecting national data while enabling transparency. The platform allows ministries, private companies and development partners to align environmental data with economic performance. GEP provides the technology at no cost to adopting countries.
Green Economy Partnership developed the system over two years with Malawian policymakers. The platform aligns with ISO, ESG and UNFCCC reporting protocols. Data sovereignty remains protected through digital embassy architecture, hosting information in neutral jurisdictions.
Continental Network Targets Regional Integration
Dr. Yusuf Malsellino Mkungula, Principal Secretary at Malawi’s Ministry, stated the system places the country at the forefront of climate innovation. He noted it enables management of Internationally Transferable Mitigation Outcomes and mobilizes climate finance with efficiency. The platform links environmental integrity with economic opportunity.
Arthur Chirinikian, GEP’s Chief Executive Officer, described Malawi’s adoption as a historic step for the African continent. He indicated the registry will serve as a blueprint for climate-tech integration across Africa. The system accelerates access to climate finance and enables real-time reporting.
