Namibia Plans National Lottery Launch Within Two Years
Namibia’s first national lottery will commence operations within two years as regulators complete the framework for selecting a private operator to manage the revenue-generating system. The initiative will direct proceeds toward youth development, education, and healthcare through a dedicated state trust fund managed under strict oversight protocols.

Regulatory Framework Nears Completion
The Lotteries Board of Namibia has entered advanced preparations for the lottery launch, with CEO John Shimaneni confirming that procurement of transactional advisors is underway. These advisors will assist in appointing a licensed operator under existing lottery legislation while ensuring compliance with operational standards.
“The proposed establishment of a state lottery represents a strategic opportunity for Namibia to mobilise domestic revenue for national development,” Shimaneni explained. The project aligns with objectives outlined in the country’s sixth National Development Plan, which emphasizes sustainable revenue diversification.
Revenue Targets and Social Programs
Financial projections indicate the lottery could generate over N$100 million by 2030, providing alternative funding for government programs without increasing traditional taxation. The revenue model incorporates multiple oversight mechanisms, including independent audits and transparent grant allocation frameworks.
A dedicated State Lottery Trust Fund will manage proceeds distribution to ensure accountability in funding allocation. The board is implementing responsible gambling protocols alongside revenue generation objectives, including public awareness campaigns and addiction support services to mitigate potential social risks.
