Rwanda Seeks Partner for National Lottery Revival
With a late October deadline, the Rwandan government has initiated a swift international search for a private operator to manage and revitalize its National Lottery. The move aims to create a new stream of funding for public services while enforcing strict standards for social responsibility.

A New Model for Public Benefit
The Rwanda Development Board (RDB), acting through the National Lottery and Gambling Commission (NLGC), officially opened the application window on October 9. Prospective operators have until October 31 to submit their proposals. The initiative is framed as a strategic partnership between the state and the private sector.
The government’s primary objectives are threefold. Officials state the lottery is designed to generate predictable revenue for programs in the public interest. These include health, sports, and culture. Furthermore, the operation must offer low-stakes and transparent products. The third pillar involves upholding international standards for integrity, technology, and financial accountability.
Stringent Criteria for Prospective Operators
The official notice from the RDB outlines specific qualifications for interested companies. It calls for operators with a documented history of running national lotteries or comparable large-scale systems. Applicants must also demonstrate sufficient financial capacity and technical expertise.
The application process is rigorous. It demands corporate profiles, ownership structures, and evidence of experience supported by regulatory references. Applicants must also submit proposed operational approaches covering platform technology, distribution channels, and governance. Confirmation of financial and technical capacity, along with a system demonstration plan, is mandatory.
