Uganda Gaming Regulator Seeks Cross-Agency Support for Player Protection
Uganda’s National Lotteries and Gaming Regulatory Board has called for enhanced cross-sector collaboration to address gaming-related risks. Meanwhile, NLGRB CEO Denis Mudene emphasized the need for joint government agency efforts at the 4th Heads of Government Agencies meeting.

Regulatory Body Highlights Social and Economic Risks
Mudene stated that “while gaming is a regulated activity, irresponsible gaming poses both social and economic risks that demand collective action to mitigate. We need to strengthen partnerships in sensitisation and awareness creation to address the harms associated with gaming, including underage participation.” Therefore, the regulator seeks coordinated strategies across government sectors. Moreover, heads of government agencies committed to staff sensitization on gaming issues.
The meeting, hosted by the National Water and Sewerage Corporation in Kampala, addressed national priorities through inter-agency collaboration. Subsequently, participants discussed strategies for protecting the public from potential gaming harms. Consequently, agencies agreed to share information and coordinate awareness efforts.
Public Service Platform Enables Regulatory Coordination
Jane Mwesiga, Deputy Head of Public Service and HOGA Chairperson, emphasized that quarterly meetings facilitate benchmarking and knowledge sharing. Therefore, the platform promotes unity within Uganda’s public service sector. Additionally, she urged agencies to focus on outcomes and transformative service delivery.
Silver Mugisha, NWSC Managing Director, called for developing local solutions to enhance government service delivery. However, his remarks focused on reducing reliance on imported systems across all public services. Nevertheless, the broader meeting framework supports regulatory coordination for gaming oversight and player protection initiatives.
