Uganda Issues Responsible Gaming Directives for Operators

Uganda’s National Lotteries and Gaming Regulatory Board released Responsible Gaming Directives 2025 establishing requirements for safe gambling practices nationwide. The board issued directives under Section 5(d) of the Lotteries and Gaming Act. The seven-page document outlines legal obligations for operators, while a one-page public notice summarizes key rules and safeguards.

Operator Requirements Cover Training and Policies

Every licensee must maintain a Responsible Gaming Policy, committing to player protection and harm minimization. Operators must ensure all employees including new hires receive annual training on responsible gaming and problem gambling. The directives apply to all gaming and betting operators offering land-based and online activities.

Player protections include self-exclusion, deposit limits, time limits and marketing restrictions. Licensees shall enforce self-exclusion and refuse service to excluded persons according to guidelines. Operators must remove excluded persons from marketing databases within two days of notification and close their accounts.

Penalties Enforce Compliance Standards

Employee eligibility standards bar underage individuals, politically exposed persons, restricted persons or anyone with criminal convictions. Operators must display responsible gaming information including helplines, treatment resources and game rules. Credit and promotions encouraging repeated gambling are prohibited under the framework.

Online operators must display license information, contact details, age warnings and the slogan “Betting is addictive and can be psychologically harmful.” Platforms must show elapsed playtime and provide links to dispute resolution, self-exclusion forms and treatment resources. Alcohol restrictions prevent service to visibly intoxicated individuals.
