Lusaka inspectors found several gaming establishments operating without licenses while avoiding taxes and ignoring responsible gaming regulations. ZGA President Noah Malungila addressed the compliance failures. “We are troubled by the number of businesses that choose to ignore the rules set to protect everyone involved,” Malungila stated. The association now works closely with police to pursue legal action where necessary.
The inspections occur during heightened tensions following government introduction of a 10% tax on betting stakes earlier this year. Operators including Betway and BetPawa suspended operations in protest, arguing the tax would force closure. The Constitutional Court dismissed their legal challenge, leaving the stake tax in effect.

Malungila emphasized cooperation between regulators and businesses rather than confrontation. The ZGA president believes open conversation maintains industry sustainability while protecting players and allowing operators to thrive under fair conditions.
